Kiev plans to launch info and communication system in export control

MOSCOW. Feb 15 (Interfax) - The Ukrainian government has decided to allow businesses working to cover Ukraine's security and defense needs to receive a number of services from the State Export Control Service online through an export control information and communication system, Ukrainian media said, citing the Economy Ministry's website.

"We are launching a project that will drastically change the approaches to interaction between importers and exporters of military and dual-purpose goods and the State Export Control Service. The introduction of modern digital solutions to export controls will significantly simplify businesses' processes of preparing and submitting documents, preliminary identification of goods, etc.," Ukrainian First Deputy Prime Minister and Economy Minister Yulia Sviridenko was quoted by the ministry's press release as saying.

The State Export Control Service will thus receive a powerful instrument for raising the efficiency of analytical work and risk management in international transfers, while the new approaches will help tackle delivery issues more effectively, Sviridenko said.

Under the government's decision, the experimental project for using the export control information and communication system will be implemented over two years. The registration, export and import services are expected to become available to entrepreneurs from March 1, 2024, and access to other services will be opened up over the next six months.

As part of the project, the State Export Control Service will provide electronic services for formalizing and issuing a certificate on the registration of an entity specializing in international transfers of military and dual-purpose goods, documents for the temporary import or export of such goods and their transit across Ukraine, permits for their export or import, as well as will endorse negotiations aimed at concluding international business contracts.

The export control information and communication system is the localization of the Stratlink software product, which has been developed with financial and organizational support from the U.S. Department of State's Export Control and Related Border Security program, the ministry said.
