EEC raises anti-dumping duty on seamless stainless pipes from China, Malaysia, extends it for five years

MOSCOW. Jan 23 (Interfax) - The board of the Eurasian Economic Commission (EEC) extended the anti-dumping duty on cold-deformed seamless stainless steel pipes originating from China and Malaysia until January 22, 2029, inclusive.

Meantime, the anti-dumping duty rate was increased to 29.39% from the current 19.15%, the EEC trade bloc reported.

"The decision was taken based on the results of a repeated anti-dumping investigation launched by the Department of Domestic Market Protection on March 6, 2023, owing to the expiration of the applied measure based on a statement from JSC ChelPipe Group , JSC Pervouralsk Novotrubny Plant (PNTZ), TMK-INOX LLC, and Cyberstal LLC, as supported by Kazan Pipe Rolling Plant LLC," noted EEC Trade Minister Andrei Slepnev was quoted as saying in the message.

Slepnev said that the repeated anti-dumping investigation has shown the presence of changed circumstances as expressed in the increase in the cost of raw materials for the production of pipes on the Chinese market at a faster rate than the prices of imports of finished pipes from China to the Eurasian Economic Union (EAEU). The anti-dumping duty rate was increased in this regard.

The anti-dumping measure against cold-deformed seamless stainless steel pipes from China was initially implemented in 2013 at 19.15% of the customs value. The measure was extended to Malaysia In 2017, it was extended for another five years in 2018, and for the duration of the re-investigation until March 5, 2024, in September 2023, the EEC said.
