Commissioning of new energy capacities in Siberia should take place no later than end of 2028 - decree

Moscow. Jan 23 (Interfax) - The Russian government has approved conditions for the construction of new energy capacities in Siberia, an order published on Monday said.

The document calls for the construction of 1225 MW in the form of additional power units at existing thermal power plants or by means of new thermal power plants. The competitive selection of projects is planned to be held before March 1, 2024.

In particular, 460-690 MW are planned for construction in the southern part of the Trans-Baikal Territory and Buryatia power systems; 175-480 MW are planned for the southern part of the Trans-Baikal Territory power system; and a maximum of 103 MW are planned in the Ziminsky energy district of the Irkutsk region. The installed capacity of one power unit should be 25-330 MW, the order says.

Power must start to be supplied no later than December 31, 2028. In this case, the phased commissioning of facilities would be permitted.

The basic level of profitability of the projects selected at the competition will be 12%, the Russian government said.

Previously, in the 2024-2029 plan and program for electric power system development approved by the Energy Ministry, three regions were identified where the construction of new generation would be required due to energy shortages. These are the Southwestern part of the Siberia IPS (about 1.23 GW), the IPS of the East, at 1.35 GW with a potential increase to 1.94 GW; and the southwestern part of the IPS of the South, with a current deficit of 857 MW (with a potential increase to 1.29 GW).

In all these areas, competitions are planned for the selection of new generation facilities.
