Russian oil companies to receive 192.7 bln ruble oil damper from budget for October - Finance Ministry

MOSCOW. Dec 5 (Interfax) - Oil companies will receive 192.7 billion rubles in payments from the Russian budget for October fuel dampers, materials on the formation and use of additional federal budget oil and gas revenues posted on the website of the Russian Ministry of Finance show.

Previously, industry experts interviewed by Interfax estimated the fuel damper for October at between 255 and 291 billion rubles. As of October 1, the size of the fuel damper was restored, and its coefficient was increased from 0.5 to 1.0 (since September this coefficient had been reduced from 1.0 to 0.5).

As reported, oil companies did not receive a fuel damper in September, since average exchange prices for petroleum products in September were much higher than the cut-off, after which the damper is reset to zero. The estimated unpaid September damper was 145 billion rubles.

Payments from the Russian budget to oil companies for fuel dampers in 2022 totaled 2.16 trillion rubles. In 2021, they totaled 674.5 billion rubles. In 2020, due to market conditions, the oil companies paid 356.6 billion rubles to the budget for fuel dampers. In 2019, the budget allocated 282.2 billion rubles to the oil companies for dampers.
