Ukraine to launch digital mechanism for registering imported humanitarian aid on Dec 1

MOSCOW. Nov 27 (Interfax) - Ukraine will launch a digital mechanism for registering imported humanitarian aid on December 1.

"The electronic system for registration of humanitarian aid will kick off on December 1 to make the system of importing and recording humanitarian aid more convenient and transparent. The previous system for importing humanitarian aid by paper declarations will continue its parallel run until April 1, 2024. The declaration form and content are unchanged: they are the same for both mechanisms," Ukrainian media quoted the Ukrainian government's statement on a social network.

As noted, the electronic system will provide transparent records of humanitarian aid, facilitate the importation and distribution, and rule out abuse in the importation and distribution of humanitarian aid.

Guarantee letters from the military, delivery requests, and every other certificate will no longer be necessary. Reporting will be liberalized: it will be possible to compose a report in the digital system on the basis of declarations, while most data will be loaded automatically.

In order to use the new method of digital registration of imported humanitarian aid, it would be necessary to register or log in with the Automated Humanitarian Aid Registration system and fill a declaration, indicating the list of goods. The system will generate a unique code, which should be provided for customs clearance. After that, the aid can be distributed and its proper use can be reported online.

The paper method will remain valid until April 1, 2024. It will be possible to compose a declaration on paper consistent with the rules in effect since March 1, 2022.
