Tatneft ready to begin supplies of diesel fuel to Yug system, with possibility to export through Novorossiysk
MOSCOW. Nov 24 (Interfax) - Tatneft will have the opportunity to transport petroleum products via the Yug mainline system to the seaport of Novorossiysk, with the possibility of further export.
The Federal Anti-monopoly Service (FAS) has prepared a draft order on establishing a tariff for the services of PJSC Transneft to transport petroleum products along the route of the Tinguta Station (for receipt from railway tanks at the acceptance and delivery point (ADP) of the Tinguta main petroleum product pumping station (MPS)) and the seaport of Novorossiysk (Sheskharis transshipment complex) provided by PJSC Tatneft. According to the draft document on the government's portal for legal information, the tariff has been proposed for approval for a long-term period at 1,864.94 rubles per tonne, excluding VAT.
The FAS' press service has clarified to Interfax that the tariffs will be set for three years for PJSC Tatneft's services to transport petroleum products via the main pipelines along the Tinguta Station-seaport of Novorossiysk route.
Transneft completed constructing the Volgograd-Tikhoretsk main petroleum product pipeline in 2017, as well as implementing measures to develop the main pipeline system on the Tikhoretsk-Novorossiysk section, thereby ensuring the possibility to supply diesel fuel via pipeline transport to the seaport of Novorossiysk from Russian oil refineries at up to six million tonnes per year. In 2018, the construction of a discharge railway overpass was completed at the Tinguta MPS, thus allowing receiving up to two million tonnes of diesel per year from the plants not connected to the Transneft main pipeline system, with further transporting of fuel toward Novorossiysk. The third stage of the Yug project, which is the Samara-Volgograd pipeline, has been postponed, with implementation depending on market needs.
Transportation tariffs via the system through a railway overpass are currently set for Lukoil , Gazprom Neft , Orsknefteorgsintez , Transneft Service, and Gazprom Neftekhim Salavat, and there is a tariff for Lukoil-Volgogradneftepererabotka for transporting fuel through a pipe from the refinery to the port.
