Ukrainian State Customs Service extends time limit for goods delivery due to Polish border blockage
MOSCOW. Nov 23 (Interfax) - The Ukrainian State Customs Service has extended the time limit for the delivery of goods under the common transit procedure to the customs office of destination to 60 days because of the border blockage by Polish truckers started on November 6.
"To enable the customs office of departure to set a longer time for the delivery of goods while placing them under a common transit procedure, the State Customs Service has extended the time limit for the delivery [of goods] to the customs office of destination. Thus, the time limit for the presentation of goods may be set within the range of 60 days," Ukrainian media have quoted the State Customs Office as saying on its social account.
Given the blockage of truck traffic across the Ukrainian customs border, the State Customs Service's NCTS Support Service has forwarded messages to all signatories to the Convention on a Common Transit Procedure to ask them to take into account the situation on the Ukrainian-Polish border. In particular, it warned that the time limit for the delivery of goods might be missed for circumstances beyond the carriers' control.
It pointed out that, in line with part 2 of Article 45 of Appendix I to the Convention, if the presentation of goods to the customs office of destination has taken place after expiry of the time limit set by the customs office of departure, the holder of the procedure shall be deemed to have complied with the time limit where he or the carrier proves to the satisfaction of the customs office of destination that the delay was not attributable to him.
The State Customs Service also recommended that, in case of problems arising during the presentation of goods in line with a common transit procedure, representatives of companies should reach out to support services of the corresponding countries of customs offices of destination, as well as inform the State Customs Service's NCTS Support Service.
