Methods of prioritizing recovery projects in Ukraine agreed with World Bank
MOSCOW. Oct 20 (Interfax) - The methods of determining the priority of recovery projects in Ukraine have been agreed with the World Bank and will soon be signed by Ukrainian Deputy Prime Minister and Minister for the Development of Communities, Territories and Infrastructure Alexander Kubrakov.
Deputy Minister for the Development of Communities, Territories and Infrastructure Alexandra Azarkhina made this announcement at public consultations, titled "Regional Dimension of Ukraine's Plan", on Friday, Ukrainian media said.
International experts helped work out a formula-based system that automatically evaluates projects for communities' restoration, Azarkhina said.
"I am not saying that this system can take absolutely everything into account. But its goal is unbiased analysis, it sets a framework for decisions made on the basis of data," she said.
Prioritization will help make substantiated choices both as part of state programs and in those that will be implemented with the help of international programs.
"We understand that it needs to be improved further, so we asked the World Bank to assess it. [...] The methodology has now been submitted to the deputy prime minister for signature. I very much hope that the decree on the methodology of prioritizing recovery projects will be signed today. For us, it is a non-binding document but a highly important one," Azarkhina said.
