Ukraine's Verkhovna Rada brings definition of country of origin of goods in compliance with EU's UCC

MOSCOW. July 14 (Interfax) - The Verkhovna Rada of Ukraine has introduced amendments to the Customs Code of Ukraine on determining the country of origin of goods in compliance with the European Union's Union Customs Code (UCC) and ensuring the implementation of Ukraine's free trade agreements.

The parliament voted for the relevant bill on Friday, Ukrainian media outlets said, citing Verkhovna Rada member Yaroslav Zheleznyak.

According to the head of the relevant parliamentary committee, Daniil Getmantsev, the document was drafted in accordance with the requirements of the Annex on the Approximation of the Customs Legislation to the Association Agreement between the European Union and Ukraine with regard to determining the non-preferential origin while importing and exporting goods in and out of Ukraine.

The adoption of amendments is expected to facilitate export and import operations and their management by introducing alternative rules for the preferential origin of the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin. It will also enable importing a wider range of Ukrainian goods to the EU member states and goods from these countries to Ukraine at the lowest possible rate of duties or without them.

Additionally, amendments establish requirements for operations with such goods and provide a list of documents enterprises need to present to confirm the placement of goods under customs control in transit countries.
