Yakutia, Power Construction Corporation of China to cooperate in thermal power plant, power line construction for export to PRC - ministry

YEKATERINBURG. July 11 (Interfax) - The government of Yakutia and Power Construction Corporation of China have signed a memorandum of understanding on cooperation in the construction of a new gas-fired power plant with capacity of 8 GW near Yakutsk and an ultra-high voltage DC transmission line to export electricity to China, Deputy Russian Economic Development Minister Dmitry Volvach said in during the third Russian-Chinese interregional cooperation.

A feasibility study is being drafted, he said.

Plans to build the new thermal power plant came to light in January 2023, when LLC Power of Yakutia, registered in October 2022 in Yakutsk, with charter capital of 10,000 rubles, chose subdivisions of China's Sinohydro Corporation state-owned company as the contractor to implement the projects.

Power of Yakutia plans to build an 8 GW gas power plant in the Sakha Republic, or Yakutia, costing 494.5 billion rubles; and build an 800 kV ultra-high voltage transmission line, costing 374.8 billion rubles in 2024-2028 to export electricity to China. The plant will be built in the city of Lensk, about 840 km from Yakutsk. The power transmission line will stretch 1,800 km from the plant in Lensk to Blagoveshchensk, which is located near the northern part of Heilongjiang province in China.

"This is a private project for electricity export to China," the press service of Yakutia's Housing, Utilities and Energy Ministry said at the time.

According to the Unified State Register of Legal Entities, LLC Power of Yakutia is owned on an equal footing by a businessman from St. Petersburg, Alexei Kravchenko, and a Chinese citizen, Li Duan.

Power Construction Corporation of China Limited (POWERCHINA) is one of the largest engineering and construction companies in China. The company controls 65% of the hydropower construction market in China and more than 50% of the global market for the construction of large and medium-sized reservoirs and hydroelectric power plants. It also manufactures many other components and tools for facilities using renewable energy sources.
