Russian PM instructs that over 11 bln rubles be allocated for import substitution of software

MOSCOW. June 27 (Interfax) - Russian Prime Minister Mikhail Mishustin has instructed that more than 11 billion rubles be allocated for implementation of "road maps" of development of the high-tech "New industrial software" and "New system-wide software" programs in 2023, according to a list of instructions published following the "Digital Industry of Industrial Russia" (DIIR) conference.

The Finance Ministry is to provide funding from the National Wealth Fund before July 17.

The governmental commission on digital development approved these "road maps" aimed at import substitution of IT solutions in December 2022. The documents were prepared as part of the work of Industrial Competency Centers (ICC) and Competency Centers for the development of system-wide and applied software (CCS).

The roadmaps contain projects by Russian companies that are leaders in sectors of the economy. The documents are open: new players and projects can be added to them. Deputy Prime Minister Dmitry Chernyshenko said that most of the developments will be financed via company funds. In turn, Deputy Finance Minister Maxim Parshin said that implementation of the projects will last through 2025, and some work is to be done through 2027.

As noted in the government statement, commenting on the importance of replacing foreign digital solutions with domestic ones, Mikhail Mishustin said that in general across all industries, more than 1,000 foreign solutions were identified that directly affect the stability of production processes. "Only one sixth had no domestic analogues at all. Of course, it was important to find a worthy replacement for them in the near future," the prime minister said.
