Lithuanian customs again tightens rules for goods transported from Lithuania via Russia, Belarus

VILNIUS. June 21 (Interfax/BNS) - Consignors transporting certain kinds of goods from Lithuania via Russia or Belarus will have to present declarations of manufacturers, the Lithuanian customs said in a statement.

The list approved by the Customs Department of Lithuania includes dozens of dual-use goods, which could be used "for military purposes or bolster capacities of Russian industries."

The manufacturer will have to confirm by its declaration that it knows the seller and buyer of its goods in a third country, the goods will transit Belarus or Russia without being resold there, and go to the end user in a third country.

Documents will have to be presented from July 3 as part of export and re-export declarations, while customs offices at border checkpoints will start demanding them from July 17.

The Customs Department of Lithuania has been exercising stricter checks since June 5 to prevent circumvention of sanctions and exports of sanctioned goods to Russia.

The Lithuanian Ministry of Economy and Innovation proposed that the national government impose a yearlong ban on ground transportation of dual-use goods, which could be used in the Ukraine conflict, through or from Lithuania. It is proposed that transportation of 65 types of goods be suspended, and the list is subject to change.
