Bill banning sex changes except for congenital anomalies in children submitted to State Duma

MOSCOW. May 30 (Interfax) - A bill banning sex changes has been submitted to the lower house of the Russian parliament, State Duma Deputy Chairman Petr Tolstoy said.

"Medical workers are banned from performing medical interventions aimed at changing a person's sex, including the formation of the primary and/or secondary sexual characteristics of the opposite sex," the draft bill published on Tolstoy's Telegram account on Tuesday says.

"Medical interventions as part of the treatment of congenital physiological anomalies in sex formation in children are allowed upon a decision made by a medical commission of a federal state health care provider," the draft bill states.

Medical interventions performed for sex changes are not the only measures that will be completely banned under the bill. State registration of any sex change without surgery will also be prohibited. The bill's co-sponsors include almost 400 members of the Russian parliament.
