Ukraine's state security strategy envisions developing cyber security, counterintelligence, improving state authorities' security

MOSCOW. April 20 (Interfax) - The plan of measures to implement the Ukrainian State Security Strategy provides, among other things, for further development of the national cyber security system, increasing the efficiency of counterintelligence activities and improving national security with regard to state authorities.

According to the Ukrainian media, the government adopted a plan of measures to implement the State Security Strategy for 2023-2025 under a decree issued on April 18.

The plan stipulates, among other things, ensuring the effectiveness of the counterintelligence regime in the state, eliminating or localizing the causes and conditions that lead to intelligence, terrorist, sabotage and other illegal activities; systemic counteraction to economic terrorism as socially dangerous activities aimed at destabilizing and causing other harm to the economy in order to achieve political goals, economic gains or forcing state authorities perform or refrain from performing certain acts; intensifying the fight against terrorism and organized crime, countering the erosion of the state apparatus and local self-government due to the spread of systemic corruption in state authorities, and providing counterintelligence support for implementing and enforcing judicial proceedings and the activities of law enforcement agencies.

It is also expected to complete, further develop and expand the capabilities of the national system of cyber security; to intensify counteraction against special information operations aimed at overthrowing the constitutional order, violating sovereignty and territorial integrity of Ukraine, aggravating the social and political situation in the country, undermining defense capabilities and at other manifestations of illegal activities to the detriment of the interests of Ukraine; to implement mechanisms harmonized with NATO and EU security standards for the functioning of the system to ensure the security of state secrets and sensitive information, including technical and cryptographic protection of information, taking into account the transformation of Ukraine's security space.

In addition, the plan provides for improving state security in relation to state authorities, ensuring security of officials and facilities; increasing the professional level of employees of entities ensuring state security; tightening migration controls at the state border and in the state in order to ensure the observance of Ukrainian legislation by foreigners and stateless persons.

Among other things, there are plans to promote international cooperation in the field of security, primarily in countering terrorism, its financing, cybercrime, non-proliferation of weapons of mass destruction and their delivery vehicles, combating money laundering and transnational organized crime, as well as in protecting critical infrastructure facilities and implementing a national resilience system.
