Russia's Energy Ministry expects electricity exports to China and Mongolia in 2023 to remain at 2022 levels or increase slightly

MOSCOW. March 30 (Interfax) - Russia's Energy Ministry expects electricity exports to China and Mongolia in 2023 to remain at the levels of 2022 or to grow slightly, Deputy Energy Minister Pavel Snikkars said at a joint briefing with System Operator management.

System Operator CEO Fyodor Opadchy added that the forecast for the year also remains unchanged regarding exports of electricity in general. "We forecast as specified in the SiPR," he said [SiPR is a framework and program for developing electric power systems].

According to the published supporting materials for the SiPR 2023-2028, exports of electricity from the Unified Energy System (UES) of Russia should total 8.88 billion kWh in 2023. The figure should decrease gradually and reach 5.43 billion kWh in 2028.

PJSC Inter RAO General Director Boris Kovalchuk in December 2022 estimated exports to China to be a record of 4.4-4.5 billion kWh at the end of the year. Kovalchuk did not offer a general assessment regarding exports. Inter RAO has not published financial and operating results since spring 2022. Inter RAO is Russia's sole operator for exporting and importing electricity.
