Surgutneftegas might secure license to Vostochno- and Novo-Nadezhdinsky hydrocarbon blocks in Siberia

MOSCOW. Nov 21 (Interfax) - Surgutneftegas is the only bidder for the Vostochno-Nadezhdinsky and Novo-Nadezhdinsky hydrocarbon blocks in the northern part of Krasnoyarsk Territory, Russia's Natural Resources Ministry told Interfax.

The auctions for the rights to explore for and produce hydrocarbons at these blocks are scheduled for December 5.

Under the law on subsurface resources, if an auction for the rights to a resource property is aborted because there is only one bidder, the license for it can be issued to this bidder on the terms of the announced auction, taking into account the bidder's project proposal and the size of their offer for the one-time resource use payment.

A commission will verify that Surgutneftegas's bids meet the requirements, after which the fate of the auction will be determined.

The Novo-Nadezhdinsky block, covering an area of 4,825 square km, has forecast Dl, D1 and D2 gas resources of, respectively, 38 billion cubic meters, 20.2 bcm and 23.3 bcm; D1 and D2 oil resources of 5.2 million tonnes and 15 million tonnes; and D1 and D2 condensate resources of 3.8 million tonnes and 11 million tonnes. The starting price for the license is 80.57 million rubles.

The 5,940-square-km Vostochno-Nadezhdinsky block has forecast D1 and D2 oil resources of, respectively, 5.1 million tonnes and 14.3 million tonnes; D1 and D2 gas resources of 41.1 bcm and42 bcm; and D1 and D2 condensate resources of 3.1 million tonnes and 10.5 million tonnes. The starting price for this license is 82.61 million rubles.

Surgutneftegas now has licenses to six oil and gas blocks in Krasnoyarsk Territory: Agapsky and Dolgansky, which it secured in 2018, and Vostochno-Novotaimyrsky and Dudinsky 1, 2 and 3, which it received in 2021.
