Britain permits provision of financial services related to delivery of specified fertilizers from Russia to third countries

MOSCOW. Nov 10 (Interfax) - -The United Kingdom's Export Control Joint Unit and Department for International Trade have published a general trade license permitting financial services related to the shipments of specified fertilizer goods from Russia to third countries.

The document published on the UK government website takes effect on November 9.

The license applies to the supply or delivery of ammonium nitrate and fertilizers containing no less than 15% of this substance (except fertilizer liquids), and ammonia in aqueous solution, provided that they are purchased for agricultural use only, the document says.

Earlier in September, the European Commission issued clarifications according to which EU companies may provide transportation and insurance services for goods and financial services related to the shipments of Russian fertilizers to third countries.

The United States on February 24 included fertilizers on the list of critical goods to be exempt from sanctions.

Bloomberg reported citing sources earlier this week that the U.S. Department of the Treasury and the Department of State had privately asked large American banks to continue cooperating with certain strategic Russian companies, including the fertilizer producers Uralkali and PhosAgro.
