Ukraine expands sanctions against Russia, adds Abramovich, Khan, Vekselberg and Potanin to lists

MOSCOW. Oct 20 (Interfax) - Ukraine has added the more than 2,500 leading Russian entrepreneurs and bankers and over 1,300 legal entities to its sanctions lists, Ukrainian media said quoting the presidential website.

Decrees "On the decision of the National Security and Defense Council of Ukraine dated October 19, 2022 'On the application of and amendments to personal special economic and other restrictive measures (sanctions)" signed by Ukrainian President Vladimir Zelensky were published on the president's website.

These decisions impose sanctions against 2,507 individuals and 1,374 legal entities, mostly Russian citizens and Russian legal entities.

Decree No. 726/2022 imposes sanctions against politicians, public figures and military personnel. The same decree introduces sanctions against Russian legal entities. Decree No. 727/2022 imposes sanctions against entrepreneurs and bankers.

The document, in particular, provides for sanctions against Roman Abramovich, Alisher Usmanov, Vladimir Potanin, Viktor Vekselberg, Herman Gref, German Khan, Mikhail Fridman, Petr Aven an, Mikhail Gutseriev. In addition, sanctions are imposed against the managers and heads of Russian transport companies.

The list of legal entities includes Russia's Alfa-Bank and related companies, the Russian Direct Investment Fund, Rostelecom , RusHydro , Alrosa , Rosgosstrakh , insurance and financial companies associated with VTB and Sberbank , RTS Holding and SOGAZ .

In addition, the list includes the Kazan Helicopter Plant, Admiralty Shipyards, Kamaz and a number of other companies.

The sanctioned entities also include the State Military-Industrial Committee of Belarus, the Belarusian OKB TSP and Defense Initiatives, Belspetsvgeshtechnika, and Croatian T.G.A. D.O.O. za Trgovinu i Usluge and Katina D.O.O.

The sanctions include 17 restrictive measures, ranging from asset freezes and a complete halt in trade and transit of resources to stopping the fulfillment of economic and financial obligations, and revoking or stopping licenses.

The restrictions also include a ban on participation in privatization, public and defense procurement and transactions with securities, a ban on increasing the authorized capital of related companies with a share of 10% or more, additional environmental, sanitary, phyto-sanitary and veterinary control measures, termination of trade agreements and joint projects.

According to the decrees, the Ukrainian Foreign Ministry was asked to inform the relevant authorities in the EU, the United States and other countries about the application of sanctions and to raise the issue of introducing similar restrictive measures with them.
