U.S. Treasury Dept. adds Kamaz, UAC to SDN list

MOSCOW. June 28 (Interfax) - The Office of Foreign Assets Control (OFAC), the division of the U.S. Treasury Department in charge of sanctions enforcement, has included PJSC Kamaz and PJSC United Aircraft Corporation (UAC), both affiliated with Rostec, in the Specially Designated Nationals And Blocked Persons List, according to a press release published by the department on Tuesday.

OFAC also designated the following Kamaz subsidiaries: Leasing Company Kamaz Incorporated, Nefaz Publicly Traded Company , Public Joint Stock Company Tutaev Motor Plant, Non-State Pension Fund First Industrial Alliance, Begishevo Airport Joint Stock Company, Aktsionernoe Obshchestvo Torgovo-Finansovaya Kompaniya Kamaz, Joint Stock Company Krasnodarskiy Avtocentr Kamaz, and Mikam Holdings Limited.

"In March 2022, Kamaz trucks believed to be operated by the Russian military were seen in Belarus carrying missiles for Iskander missile systems," the press release said. These missiles may have been launched as part of the Russian Federation's special military operation in Ukraine, it said. "Russia's Kamaz Typhoon vehicles have also been observed carrying Russia's military personnel throughout Ukraine," the press release said.

"OFAC issued a time-limited general license, General License 41, authorizing certain transactions ordinarily incident and necessary to the manufacture, sale, and maintenance of agricultural equipment produced by Nefaz or Tutaev Motor Plant," the press release said. This measure is "an effort to reduce potential impacts to agricultural production," it said.

Kamaz CEO Sergei Kogogin and companies affiliated with him have also been added to the sanctions list, including Zalog OOO, Limited Liability Company PFMK, and Limited Liability Company Alfa-Invest.

"Kamaz is also sanctioned by Australia, Canada, the EU, New Zealand, Switzerland, and the UK," the press release said. Kogogin has been sanctioned by Australia, Canada, and the UK, it said.

UAC subsidiaries and affiliated entities have also been sanctioned, including Irkut Corporation Joint Stock Company , Tupolev Public Joint Stock Company, Public Joint Stock Company Taganrog Aviation Scientific-Technical Complex N.A.G.M. Beriev , Open Joint Stock Company Ilyushin Aviation Complex, Joint Stock Company Ilyushin Finance Company, Joint Stock Company Flight Research Institute N.A. M.M. Gromov, Joint Stock Company United Engine Corporation, and Joint Stock Company Tekhnodinamika.

Sanctions against the UAC "will weaken Russia's ability to continue its aerial assault on Ukraine," the press release said. The holding and its subsidiaries and affiliated entities "are critical to the Russian military's ability to procure, maintain, and replace aircraft and related materiel," it said.
