Latvia to suspend issuance of residence permits for Russians and Belarusians

MINSK. April 1 (Interfax) - The Latvian parliament has approved in the first reading changes to the immigration law, whereby they prohibit the issuance of first-time residence permits to Russian and Belarusian citizens until June 30, 2023, the parliament's press service stated on Friday.

"At the same time, there would be exceptions where the issuance of temporary residence permits is allowed," in cases such as "family reunion, international protection, employment, studying or academic practice, in national interests, or for humanitarian reasons," the statement said.

A temporary residence permit would be issued in connection with employment in accordance with European Union laws or the need of employment by a company which is at least 51% owned by citizens or legal entities from a member state of the Organization for Economic Cooperation and Development (OECD) and which is moving its operation from Russia or from Belarus to Latvia. "The need for such exceptions is justified by the fulfillment of international commitments and a company's possible relocation from Russia or Belarus to Latvia," the statement said.

Relevant authorities will provide information if a foreign citizen acted against Latvian interests, glorified, denied or justified genocide, war crimes, crimes against peace and humanity. Such information could serve as a reason for deciding to ban the foreigner from staying in Latvia, even if they have a valid visa or residence permit.
