ECHR to consider claims of human rights violations in Russia that occurred before Sept 16, 2022

STRASBOURG. March 23 (Interfax) - The European Court of Human Rights (ECHR) will continue considering claims of rights violations by Russia that occurred before September 16, 2022, the Strasbourg court said.

"The Russian Federation ceases to be a High Contracting Party to the Convention on 16 September 2022. The Court remains competent to deal with applications directed against the Russian Federation in relation to acts or omissions capable of constituting a violation of the Convention provided that they occurred until 16 September 2022," the court said in its statement.

Agora head Pavel Chikov said "this means that claims about violations of the convention can be filed if the facts occurred before September 16, 2022, even if the means of legal defense are exhausted later."

According to the ECHR statement, "the suspension of the examination of all applications against the Russian Federation pursuant to the decision of the President of the Court of 16 March 2022 is lifted with immediate effect."

The Committee of Ministers of the Council of Europe earlier decided that Russia would cease to be a member of the organization from March 16, 2022.
