Putin signs decree on measures to ensure socio-economic stability, protection of Russia's population

MOSCOW. March 16 (Interfax) - Russian President Vladimir Putin has signed a decree on measures to ensure socio-economic stability and protection of the population of the Russian Federation, the Kremlin press service said.

The full text of the decree is as follows.

"In order to ensure socio-economic stability and the protection of the population in the Russian Federation, in particular, due to the imposition of political, economic and other sanctions on the Russian Federation, its citizens or legal entities and (or) termination of the activities of employers, I decree:

1. The top officials of constituent entities of the Russian Federation, taking into account the geographical particularities of the respective territories, are to undertake exhaustive measures to ensure socio-economic stability, stipulating:

a) the undertaking of additional measures of targeted support for various categories of citizens of the Russian Federation who have found themselves in a complicated situation, as well as, if necessary, making decisions on the implementation of one-time cash payments to citizens of the Russian Federation, including the determination of the procedure and conditions for the implementation of these kinds of payments;

b) the preservation of the accessibility of social services for citizens of the Russian Federation;

c) the continuous operation of vital facilities, transport, logistics, social infrastructure, educational, healthcare institutions, social services', energy, industrial, and communications facilities;

d) the prompt auditing of retail prices for essential goods, medicine and medical products and their availability in trade outlets;

e) the implementation of additional measures aimed at the removal of excessive demand for certain types of goods, works, and services;

f) the prompt monitoring of the situation in the labor market and implementing measures of proactive support for employment (including the provision of re-training and advanced training);

g) the provision to organizations, individual entrepreneurs, and self-employed citizens with support measures, in particular, targeted support in the form of cash, other property, other benefits and preferences, in particular, identifying specific features for the procurement of goods, works, and services to meet state needs and the needs of individual legal entities, in particular, for the implementation of development projects;

h) the undertaking of additional measures to support socially oriented non-profit organizations providing social services, social support and protection for citizens of the Russian Federation, assistance for refugees and displaced persons, activities in the area of patriotic education for citizens of the Russian Federation, and assistance in the development of domestic labor migration;

i) the undertaking of other measures aimed at ensuring social and legal stability and protection of the population in the Russian Federation, in particular, those provided for by Federal Law No. 68-FZ of December 21, 1994 "On the Protection of the Population and Territories from Natural and Man-Made Emergencies."
