ALMATY. Dec 16 (Interfax) – Kazakhstan’s Supreme Council passed the bill on state independence and sovereignty on Monday morning.

The Republic of Kazakhstan is declared an independent and democratic state governed by the rule of law, which "exercises complete power on its territory and independently defines and pursues its internal and external policies."

According to the bill, the Republic of Kazakhstan has citizenship. All Kazakh people who have been forced to leave Kazakh territory and live in other countries are entitled to Kazakh citizenship along with the citizenship of the other states, if this does not contradict the laws of the states of which they are nationals.

A new Kazakh constitution was adopted on the basis of the adopted bill and state sovereignty declaration.
