Japarov signs decree vesting himself with powers of Kyrgyz president

BISHKEK. Oct 20 (Interfax) - The acting president of Kyrgyzstan, Sadyr Japarov, has signed a decree on assuming the office as head of state, the Kyrgyz leader's press service said on Tuesday.

"Japarov signed a decree on assuming the exercise of powers as Kyrgyz president," the service said.

Japarov also instructed heads of state agencies, including law enforcement, courts and local self-administrations, to ensure normal functioning of their respective agencies.

The decree also instructs the Prosecutor General's Office to carry out prosecutorial oversight of compliance by executive and local authorities with their direct responsibilities, and hold those who fail to account, and to submit daily progress reports.

The State National Security Committee has been instructed to intensify its work and, together with the Border Guard Service, foil illegal border-crossing attempts. The committee has also been instructed, together with the Interior Ministry and the financial police (the state service for countering economic crimes), to step up the fight against organized crime across the country.

The National Bank, jointly with the government, are to ensure stable functioning of private banks and money transfers, and prevent illegal capital outflow.

The government is to take urgent steps to protect private capital and assets without illegal raids on (seizure of) assets, and create favorable conditions for investors.

The government is also to submit proposals on how to streamline the economic structure to prevent more crises and to step up efforts to contain the spread of Covid-19 among the population, and ensure sufficient funding for these purposes.

After parliamentary elections on October 4 those discontent with their results staged rallies, escalating into disturbances. On October 6 the Central Election Commission cancelled the election results. Meanwhile, opposition demonstrators called for a change of government. Rallies in Bishkek did not cease until the resignation of President Sooronbay Jeenbekov on October 15. Japarov, the country's new prime minister, became acting president on October 16.
