Indexation of various taxes planned for 2010 - Zubkov

ULAN-UDE. Aug 25 (Interfax) - In order to increase windfalls for consolidated regional budgets and compensate for a decrease in total federal co-financing in 2010, a proposal has been made to index the rates of several taxes, revenue from which are tabulated into regional and local budgets, said First Deputy Prime Minister Viktor Zubkov.

Zubkov did not indicate the size of the indexation, only saying that these measures would affect "excise duties on wine, alcoholic beverages with up to 9% in elite spirits, beer and petroleum products, as well as transport taxes and state duties."

"Additional revenue to regional budgets from such measures will come to over 96 billion rubles in 2010," Zubkov said.

"We have tallied an estimate of additional revenues and expenditures for consolidated regional budgets in 2010. The general balance is positive. Additional revenue exceeds additional expenditures by over 20 billion rubles," he added.
