Investments in Krasnoyarsk territory energy to total 95 bln rubles for 3 yrs - minister

KRASNOYARSK. June 7 (Interfax) - Investments in the development of electricity in the Krasnoyarsk territory will amount to 95 billion rubles for a three-year period, Russian Energy Minister Alexander Novak said at a Thursday meeting in Krasnoyarsk devoted to the prospects for energy development in the region.

The biggest investors are Federal Grid Company UES (29 billion rubles); OJSC RusHydro , which operates the majority of Russia's hydroelectric power plants (21.4 billion rubles); and Russia's Inter-District Grid Company Holding (IDGC Holding) (more than 3.5 billion rubles), Novak said.

"Last year, for the first time in the last 25 years, 6 gWt of power capacity was launched in the country. Of the 6 gWt that should be launched this year, 2.2 gWt, almost 40%, is being built in the Krasnoyarsk territory," he said. The biggest targets for investment in 2012 are the first line at the Boguchany Hydro-Electric Power Plant (HPP) and the first unit at the Krasnoyarsk Combined Heat and Power Plant (CHPP) #3, he said.

At the present time, total power generation capacity concentrated in the Krasnoyarsk territory amounts to more than 11 gWt. In the period 2012-2015, the region's power system will expand by 35.1% to 15.456 gWt.

The Krasnoyarsk territory's Deputy Governor Mikhail Kuzichev said at the meeting that the region plans to build four major facilities over the course of four years - the first power unit at the Krasnoyarsk CHPP #3 (commissioning in 2012, capacity of 0.204 gWt), the Boguchany HPP (launch planned for 2012-2013, 3 gWt), the third power unit at the Berezovskaya State District Power Plant (GRES) #1 (2014, 0.8 gWt) and the CHPP for the Achinsk Oil Refinery (2015, 0.012 gWt). The launch of these facilities will boost the Krasnoyarsk energy system's capacity by 4.016 gWt.

According to forecasts, power consumption will climb 36.5% in the Krasnoyarsk territory by 2016 - from 42.39 billion kWh to 57.87 billion kWh. "Most of this growth is expected in 2014, when, according to our calculations, the first phase of the Boguchany aluminum smelter will be launched, as will the wood processing facility in Nizhny Priangarye," Kuzichev said.

Major investments are needed to modernize the Krasnoyarsk territory's power grids, since between 60% and 100% of its substations (depending on the service company) have been operating for over a quarter of a century, and between 50% and 97% of the high-voltage lines have been running for over 30 years, he said.

Fifty-nine substations and 4,823 kilometers of power transmission lines with voltage between 35 kW and 500 kW are scheduled for construction by 2016. Overall investments in these facilities will come to 142.4 billion rubles, Kuzichev said.
