Railways agency, Defense Ministry place biggest govt contracts in 2012
MOSCOW. Jan 9 (Interfax) - The biggest Russian government contract placed in 2012 was one worth 44.3 billion rubles that the Federal Railway Transport Agency (Roszheldor) signed with LLC Stroynovatsia for the construction of the Kyzyl-Kuragino rail line, a study conducted with SPARK-Marketing shows.
The Defense Ministry's biggest contract of 2012 was worth 11.7 billion rubles, with the Severnaya Verf Shipyard for a logistics support ship. The smallest contract was worth just 321 rubles, for four brushes and 15 paintbrushes.
The Kremlin business affairs department's biggest contract was with United Aircraft Corporation (UAC) for the delivery of three "specialized civilian airplanes" worth 8.85 billion rubles.
The Health Ministry's biggest contract was worth 4.8 billion rubles, for the delivery of the cancer drug Bortezomib lyophilisate. The ministry secured its lowest-priced contract for zero rubles; the starting price was set at 10 million rubles, but dropped to zero in the course of the tender, which was won by LLC Corus Consulting IT, to provide software support for monitoring the national Health project in 2012.
Major government contracts worth more than 1 billion rubles were also placed in 2012 by the Federal Space Agency and Moscow's Construction Department. Contractors who secured contracts worth more than 1 billion rubles were primarily construction and defense companies: Dalspetsstroy, Mostotrest, Stroinovatsia, TsSKB-Progress, TsENKI, RSC Energia and Severnaya Verf.
The most popular goods supplied under government contracts last year, according to SPARK-Marketing, were pharmaceuticals, medical and surgical equipment, vegetables, dairy and meat products.
An example of a government contract signed at a very low price was the appraisal of two municipally owned properties in the city of Ulyanovsk. The city and LLC Goodwill Plus agreed on a price of 10 rubles.
Another unusual contract was one worth 10.83 rubles between the administration of the municipality of Gorod Narimanov in the Astrakhan Region and LLC PKF Story-Den for the right to manage multi-unit residential buildings owned by the municipality.
