Roskomnadzor wants Adagamov's livejournal account closed - head of Livejournal

MOSCOW. Jan 11 (Interfax) - Roskomnadzor demands that the livejournal account of blogger Rustem Adagamov be closed for propaganda about suicide, Ilya Dronov, the head of the livejournal project in Russia, said.

"Yesterday, we received a notice from Roskomnadzor, which operates the register of banned websites. I quote its main part: 'In accordance with Part 7 of Article 15.1 of the federal law on computerization, computer technologies, and information dissemination, we notify that the indicator of the page of the Internet site (below a link to Adagamov's page is given) is included in the unified register of domain names, indicators of site pages and Internet addresses that can be used to identify Internet sites containing information whose dissemination is prohibited in Russia based on a decision made by the Federal Service on Supervision in the Sphere of Consumer Rights Protection and People's Well-being," Dronov said in his blog on Friday.

Dronov said Roskomnadzor has asked for the user of this account to be notified about the need to immediately delete the information whose dissemination is prohibited within 24 hours. This information includes Adagamov's report on events in India, where an activist of the movement For Tibet Independence attempted self-immolation to protest the arrival of the chairman of China, Dronov said. Roskomnadzor found that report to constitute propaganda for suicide, which is prohibited in Russia. "They decided to ban it," Dronov said.

Dronov said the notice does not state what precisely part of the post violates what, adding that by law this is to be indicated in all other notices.

"For this reason, a mechanism for closing specific posts on the territory of Russia (posts are replaced with information stating that the post has been blocked) was put in place on livejournal.com, but the post will stay accessible to users in all other countries," Dronov said.

That was what the livejournal.com abuse team did in the situation with Adagamov's post (user access to the post was temporarily restricted for users from Russia).

"We are simultaneously contesting the decision finding this post to promote suicide. Unfortunately, the law on blacklists does not envision any other sequence of actions. Information is deleted before it is decided who was wrong," Dronov said.
