Former militants with no blood on their hands might be amnestied - NAC
PYATIGORSK. June 26 (Interfax) - Russia's National Anti-Terrorist Committee (NAC) is ready to consider an initiative by regional heads to possibly amnesty former militants, who were not involved in murders, NAC representative Nikolai Sintsov said.
Acting head of Dagestan Ramazan Abdulatipov said during Vladimir Pozner's show on Channel One on Monday evening that he had given orders to look at the possibility of amnesty for those who wish to return to peaceful life in the region.
"We have already had more than one amnesty, so if a region's head, or the anti-terrorist committee chairperson of this or that region of our country decides to come up with this initiative, then it will definitely be considered and the relevant decision will be made. Practice will show whether it is right or not," Sintsov said told reporters in Pyatigorsk on June 25.
It is necessary to realize that "for militants and criminal underground members, who have blood on their ands - they will not be included in any amnesty. Punishment definitely awaits them," Sintsov said.
People who have not yet crossed the line resulting in confinement are also included in amnesty, Sintsov said.
The NAC praised the work of committees involved in adapting former militants in Ingushetia, Dagestan and the Chechen Republic, Sintsov said.
"People who have the chance to return to peaceful life - they will get this chance," Sintsov said.
