Western countries, UN Secretariat have no grounds to speak about adoption of UN Security Council resolution on Syria on Chapter 7 of UN Charter - Ryabkov
DAMASCUS. Sept 18 (Interfax) - Russia believes the attempts made by the Western countries and the UN Secretariat to speak about the possible adoption of a UN Security Council resolution on Syria based on Chapter 7 of the UN Charter are ungrounded.
"We have expressed an opinion that our Western partners, including the U.S., France, the UK, and the UN Secretariat have no grounds to speak about the adoption of any UN Security Council resolution referring to Chapter 7 of the UN Charter. Thee grounds can only arise if the Security Council states cases or a case of failure to fulfill obligations following from the Chemical Weapons Convention regime," Ryabkov told Interfax after negotiations with Syrian Foreign Minister Walid Mualem.
"It's a hypothetical situation," he said.
"The UN Security Council should now play its role after the OPCW executive council makes its decisions and after practical work is started on the implementation of the understandings reached in Geneva. We are having a very detailed discussion here, focusing on technical issues, although political aspects are also being discussed," Ryabkov said.
