Moscow tells Kyiv Russian migration law same for everyone
MOSCOW. April 4 (Interfax) - Moscow has denied that bans on entries into Russia for some Ukrainians were acts of any discrimination.
"It is well known that amendments to Federal Law No. 114-FZ of August 15, 1996, 'Regulations on Exit from the Russian Federation and on Entry into the Russian Federation' that entered into force in January 2013 prescribe a three-year ban on entry into Russia for nationals of foreign states who have violated the rules on temporary residence on Russian territory. Moreover, there is a five-year entry ban for aliens who have repeatedly violated temporary residence rules within a year or have violated the rules on employment on Russian territory or have had been under administrative proceedings two or more times for violations of public order, or who have had an order on administrative expulsion from the Russian Federation issued against them," Russia's Foreign Ministry said in a statement on Friday.
The statement came as response to an initiative by the head of the Ukrainian Foreign Ministry's consular service for Ukrainian-Russian talks on reasons for denying some Ukrainians entry into Russia.
"It is an essential point that this rule applies to all foreigners who have violated Russian migration law, and that there is no discrimination against Ukrainians," it said.
"Apparently, migration issues should be discussed by Russian and Ukrainian specialized agencies with the participation of representatives of interested divisions of the ministries of foreign affairs of both states," the ministry said.
