OSCE believes truce in Ukraine mainly observed, except in Debaltseve - Russian diplomat
MOSCOW. Feb 17 (Interfax) - The Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission to Ukraine acknowledges that the conflicting parties are basically observing a ceasefire, with several exceptions, such as in Debaltseve, Russia's permanent representative at the OSCE Andrei Kelin said on Tuesday.
"According to the OSCE's judgments, the ceasefire is showing to be quite stable, except for some episodes. [OSCE Special Monitoring Mission Chief Monitor Ertugrul Apakan] has mentioned primarily Debaltseve," Kelin said on the Rossiya-24 news television channel on Tuesday.
"It is his judgment that everything is quiet along the rest of the border," he added.
"The OSCE mission has received access to a number of other regions, an opportunity that it did not have earlier," Kelin said.
"This includes Horlivka, Krasnodonsk, and other districts, which were earlier closed to it," he said.
"As concerns Debaltseve, this is certainly a nerve center," he added.
