NGO observers deprived of opportunity to monitor elections in Russian regions - Golos
MOSCOW. July 13 (Interfax) - Public organizations lack opportunities to carry out monitoring and regional governments are advised to authorize monitoring by non-governmental organizations (NGOs), the Golos (Voice) movement said in its analytical report on the beginning of election campaigns for regional and local elections in the coming fall.
"Golos notes a lack of opportunities to monitor elections on behalf of public organizations," the movement said in the report released on Monday.
According to authors of the document, the Samara region - where "NGO monitors were excluded form the regional legislation" - was one of the last regions to liquidate this opportunity during the campaign period.
The authorities are advised "to create conditions necessary for public monitoring at elections, in particular, to stipulate monitoring of public organizations legally," the document said.
This concerns regional governments, Golos said.
Golos carries out long-term monitoring in 21 regions at elections of different levels.
The single voting day will be held on September 13, 2015.
