Ukraine's debt moratorium means default, but won't affect association talks - minister
NAIROBI. Dec 21 (Interfax) - Kyiv's decision to impose a moratorium on payment of debt to Russia means Ukraine is in default, but it will not affect consultations on the subject of association that will be held in Brussels on Monday, Russian Economic Development Minister Alexei Ulyukayev told reporters in Nairobi on Friday.
"Moratorium - read default," Ulyukayev remarked.
However, this will not in any way affect Russia's position at trilateral consultations on Ukraine's association agreement with the European Union on December 21, the minister said. "Of course not, these are not related matters," Ulyukayev said when asked if the decision would affect the talks.
