DPR accuses Kyiv of delaying negotiations on prisoner exchange

DONETSK. May 13 (Interfax) - DPR envoy Denis Pushilin said the proposal on prisoner exchange using the '25 for 50' formula still stands, but is not final.

"We are ready and insist that prisoner exchange should take place as soon as possible; the process is being delayed by Ukraine. The work in the subgroup on humanitarian issues continues, but one can speak based on the results of this subgroup. Our position has not changed, our lists were filed a long time ago, but the proposal [exchange 25 for 50] still stands, but it is not final because one needs to see exchange using the 'all for all' formula," Pushilin told reporters on Friday.

He says Ukraine is not meeting the DPR halfway on ceasefire control issues.

"We are for ceasefire, we are for open actions in terms of control over ceasefire observance. There are designated authorities, the OSCE and the JCCC [Joint Center for Ceasefire Control and Coordination], which should function properly. But we still don't see that and Ukraine is not meeting us halfway for the JCCC to work to its full capacity and for our representatives to work in Soledar as was envisaged initially. And that causes delays," Pushilin said.
