Countries responsible for conflicts should bear responsibility for their humanitarian consequences - Russian Security Council secretary
GROZNY. May 25 (Interfax) - Countries that unleash conflicts should bear more responsibility for humanitarian consequences, Russian Security Council Secretary Nikolai Patrushev said.
"Countries responsible for unleashing conflicts should bear a much greater part of the costs of providing humanitarian assistance to their victims," Patrushev told reporters in Grozny on Wednesday.
He said participants in the international conference on security issues, held in Grozny on May 24-25, had come to this conclusion.
