Staff reshuffle to increase interaction between center, regions - expert
MOSCOW. July 28 (Interfax) - The appointment of Russian Deputy Interior Minister Dmitry Mironov to the post of acting governor of the Yaroslavl region, bearing in mind the practice of transition of heads of the regions to posts in federal structures, confirms the tendency towards the intensification of interaction between the federal center and the regions, Dmitry Badovsky, head of the Institute of Socio-Economic and Political Research (ISEPR Foundation), said.
"The presidential regional and staff policies are systematic. Representatives of the federal structures go to work to the regions. It's a signal to the elites that it is important to work in the territories, in the regions. The need to accumulate experience of real work in the territories, 'on the ground', for management personnel," Badovsky told Interfax on Thursday.
"Experience of working in the post of governing, work in the regions is becoming, in the event of successful work in the territory, an important qualification requirement and a plus to further the career of a federal official and manager," the source said.
Well-known examples of governors going to work in the federal government also confirm that the policies that are being pursued are systematic, the expert said.
"Representatives of the regions who have proven the most effective in real top management work in the regions, for their part, can be in demand in the future, as the earlier examples of Men, Tkachev, to top positions on the federal level," Badovsky said.
"The arrival of new top officials who have experience of working in federal structures is a positive tendency to the regions. New managers understand the principle of the work of the federal authorities and administration bodies, they have their administrative experience, industry communications and connections. All these things make it possible to increase the effectiveness of the work (including in the problem territories) of the regional administrations and ensure maximal coordination of work on the federal and regional level," the expert said.
