Increased fines will be introduced, criminal liability will be toughened for improper use of state defense contract funds - PM
MOSCOW. Oct 6 (Interfax) - There is a need to ensure tough control over the effectiveness of the use of funds for state defense contracts, Russian Prime Minister Dmitry Medvedev said.
"The bills that are now being considered increase administrative liability and criminal liability for improper use of public funds in the sphere of state defense contracts," Medvedev said at a Russian government session on Thursday.
Specifically, "it is expected to introduce an increased administrative fine for such violations, up to 500,000 rubles for officials or disqualification from their work, but for legal entities - fines of up to 25% of the amount that was used improperly," Medvedev said.
Medvedev also said the categories of top officials who will bear criminal liability for crimes in the sphere of state defense contracts are being determined. "Thus, the so-called special evidence of a crime on a massive scale and a whole number of qualifying indicators are introduced," Medvedev said.
Medvedev said the bills are related to the country's defense potential.
"The work of the state defense contracts system was organized in the past few years. State defense contracts are now fulfilled on a high level, they are financed in the designated amounts. There is a lot of money there and therefore the toughest possible control over the effectiveness of its use is needed," Medvedev said.
