TGK-2, China's Huadian to launch joint power plant July 1 - ministry

MOSCOW. June 9 (Interfax) - Russian power company TGK-2 and China's Huadian plan to launch their joint Huadian-Teninskaya Combined Heat-and-Power Plant in dispatch mode on July 1, the Energy Ministry told Interfax.

Some testing has already been done at the plant. "The power plant's operation in dispatch regime is planned starting July 1. At present, there are no open problems affecting the launch of the facility," the ministry said.

As of June 8, the companies had carried out individual testing of the main and auxiliary equipment of the plant, done comprehensive electrical tests of the turbine generators of gas turbine units one and two and the steam turbine, loaded a unit to nominal electric power, and carried out work on a program of tests of the general primary frequency control. Work is underway on the underfrequency islanding system program.

Preparations are also underway at the plant for comprehensive trials and testing of the generating equipment. Testing is scheduled to begin on June 14.

A package of documents has been sent to the Yaroslavl regional administration to obtain a permit to put the plant into operation.

The plant has run into delays and TGK-2 is paying monthly fines for failing to launch it one time. The last time the launch was delayed due to the concerns of industry regulator Rostekhnadzor, but the company managed to correct the violations, an industry source told Interfax.

TGK-2 owns 51% of LLC Huadian-Teninskaya CHP and Huadian owns 49%. This is the first and so far only Russian-Chinese project in the electricity sector. The agreement to form the joint venture was signed in December 2011. It was expected that a loan of $399.8 million from Chinese bank ICBC would cover about 70% of the cost of the project, and about 30% would be covered by the partners in the venture.
