MOSCOW. Oct 25 (Interfax) - Russia should not pay Council of Europe (CoE) membership fee until its delegation returns to work in the Parliamentary Assembly of the Council of Europe (PACE), Federation Council Chairperson Valentina Matviyenko told reporters on Wednesday.

"As for the membership fee, let me tell you my personal opinion. I think any funding is out of the question until the Russian delegation to PACE resumes its activity to the fullest extent," Matviyenko said.
