New CSA program with return on investment for modernizing capacity not to begin working before 2019

MOSCOW. Oct 25 (Interfax) - A new capacity supply agreements (CSA) program with return on investments in electricity will not begin working before 2019, Russian Energy Minister Alexander Novak told journalists.

"I think so. It will not likely begin working before 2019," he said, responding to a question on when the new investment return program in electricity could begin working, including for both new facilities, as well as for modernizing old ones through new capacity supply agreements.

"Even if the concept is approved, we need to prepare a large amount of legislative amendments," he said.
