"The war cabinet has urged me to make a proposal at a meeting of the National Security and Defense Council (NSDC). It concerns the elaboration of the decision to declare martial law and the appeal to the Ukrainian Verkhovna Rada so that it [...] could discuss the draft at an extraordinary meeting tomorrow if possible," Poroshenko said at the NSDC meeting in the early hours of Monday.

Poroshenko asked parliament deputies to arrive in Kyiv on Monday for an urgent meeting of the Verkhovna Rada.
