Russian govt to approve order on "regulatory guillotine" in Aug - official
NOVOSIBIRSK. June 27 (Interfax) - The approval of a Russian government order that will repeal all of the country's regulations on government oversight within the context of the "regulatory guillotine" mechanism is planned for August, the head of the Federal Environmental, Technological and Atomic Oversight Service (Rostekhnadzor), Alexei Alyoshin said at a meeting in Novosibirsk on Thursday.
"The government order that will repeal all existing normative acts [...] that regulate all oversight activities will already be adopted in August, I think. The decision will be made in August, that's the plan in any case, but it will go into effect as of January 1, 2021," Alyoshin said.
He said that this sets a tight schedule for reviewing all existing regulations and he urged all interested parties to actively discuss the new system of regulation.
President Vladimir Putin proposed in his address to the Federal Assembly in February to scrap obsolete regulations in the area of oversight and control, and preserve only those documents that meet modern requirements. This is supposed to be done by January 1, 2021. It is proposed that all mandatory requirements that are not approved or amended will automatically lapse.
