Document to be signed at Normandy-format summit is conceptual - source
MOSCOW. Nov 28 (Interfax) - The leaders of the Normandy-format states will reiterate the Steinmeier formula and discuss a prisoner swap between Kyiv and Donbas at their summit in Paris, an informed source told Interfax.
"The summit agenda includes the implementation of the Steinmeier formula in Ukrainian legislation, the law on a special procedure of local self-government in certain areas of the Donetsk and Luhansk regions, and a prisoner swap," the source said.
The leaders of the Normandy-format states are expected to sign a final document "of a conceptual nature," he said.
"This document will be sort of a roadmap. The draft reiterates the Steinmeier formula as the fundamental concept of the political settlement of this conflict and includes a list of concrete tasks in its implementation for the Contact Group. Also the draft document contains certain indirect incentives for the implementation of ceasefire and the formalization of the special status of certain districts first on a temporary basis and, after the election, on a permanent basis," the source said.
At the same time, in his opinion, the document does not contain any concrete steps towards the immediate transfer of control over the Donbas border section to Kyiv.
Center for Current Politics Director Alexei Chesnakov told Interfax earlier that the draft final document of the Normandy-format summit due in Paris on December 9 had been coordinated by aides of the chiefs of state.
