Russia imposes duties on crumb rubber from unfriendly countries

MOSCOW. Nov 5 (Interfax) - The Russian government has extended higher import duty rates to cumene hydroperoxide and crumb rubber made from recycled tires.

The duties will be 25% for cumene hydroperoxide and 35% for crumb rubber imported from unfriendly countries, with the exception of Hungary and Slovakia, and will be in effect until December 31, 2027, inclusive, according to an order dated October 31, 2026 and posted on the website for legal information.

Cumene hydroperoxide is a feedstock for production of phenol and acetone through the cumene process, which in turn are used in production of plastics, resins, synthetic materials and other chemical products.

Crumb rubber, which is made by mechanically grinding down scrap tires, is used in road construction, production of industrial rubber products and waterproofing materials, and for surfacing sports fields and playgrounds.
