Russian govt introduces moratorium on inspections of businesses affected by drones - deputy PM

MOSCOW. Sept 28 (Interfax) - The Russian government has established a moratorium on inspections of commercial facilities that have sustained damage from drone attacks and other types of incendiary attacks, and a corresponding resolution has been signed, the head of the Russian government's administration, Deputy Prime Minister Dmitry Grigorenko said.

The moratorium will be in effect from September 28, 2026, to October 1, 2027. "The moratorium will apply to facilities that have sustained damage as a result of attacks since January 1, 2026. Scheduled inspections and a number of unscheduled control and supervisory measures will not be conducted with respect to them," the deputy PM's administration told journalists.

"The decision aims to reduce the administrative burden on business and support enterprises that are currently restoring facilities damaged by attacks. At the same time, exceptions are provided for cases where conducting inspections is necessary to ensure citizens' safety," Grigorenko said.

Unscheduled control measures will be possible at the request of the prosecutor's office, on instructions from the president and the government, as well as upon receipt of information that a business is causing harm to the life and health of citizens or to state security, is operating without notification of starting entrepreneurial activity, and also in the event of a threat of an emergency situation. Inspections are also permissible to confirm the elimination of previously identified violations; such verification may be carried out remotely via a mobile application, the administration said.

The possibility of conducting unscheduled inspections will be retained for certain types of monitoring - in the field of industrial safety (with respect to class 2 hazard production facilities), safety of hydraulic engineering structures (with respect to class 2 hydraulic engineering structures), transport safety, and in the sphere of education and energy supervision.

The Russian government previously introduced a moratorium on business inspections, which applied to most companies from March 2022 until the end of 2024.
