Central Bank of Russia plans to implement ability to withdraw cash at ATMs directly from digital ruble accounts

MOSCOW. Sept 22 (Interfax) - The Central Bank of Russia plans to implement the ability to withdraw cash at an ATM directly from a digital ruble account in the future, without the need to first transfer it to a non-cash account at a bank, CBR Deputy Governor Zulfiya Kakhrumanova said during an open online lesson on Tuesday.

The digital ruble is the third form of the Russian national currency, which the CBR issues in addition to the existing forms of money (cash and non-cash).

"Will it be possible to exchange digital rubles for cash at an ATM? The answer is yes. This will mean that you transfer digital rubles to a non-cash account through the mobile application and withdraw cash at an ATM. And this is precisely another of our tasks for the future, to make it so that cash can be withdrawn directly from the digital ruble account at an ATM," Kakhrumanova said.

"We want to establish a more convenient way for users to obtain cash at an ATM. And yes, we have set ourselves such a task for the following stages - we will provide the ability to withdraw cash at an ATM directly through the digital ruble account, [this is] also a task for the future," she said.

The large-scale launch of the digital ruble project began in Russia on September 1. The largest banks (systemically important and among the significant players in the payment services market) and their clients - trading companies with revenue for last year of more than 120 million rubles - began providing their clients with the opportunity to carry out operations with the digital Russian currency.

For banks with a universal license, and for trading companies that are their clients with revenue of more than 30 million rubles last year, this obligation will take effect on September 1, 2027, and for banks with a basic license and trading companies with annual revenue from 20 million to 30 million rubles the date is set as September 1, 2028.

The CBR said in June 2025 that it expects that the digital ruble will become a customary method of payment within five to seven years.
