Andrei Dynko from Raiffeisenbank becomes head of Central Bank of Russia's Operations Department

MOSCOW. Sept 14 (Interfax) - Andrei Dynko has been appointed the director of the Central Bank of Russia's Operations Department, the CBR said.

Before moving to the CBR, Dynko headed the operational activities at Raiffeisenbank in the field of automation of settlement and accounting processes. He previously worked at VTB Capital and in the operational divisions of various companies.

Dynko has worked for more than 20 years in large Russian and international companies in the financial sector, and began his career at the Federal Commission for the Securities Market in the Central Federal District, the CBR said.

The acting director of the CBR Operations Department was previously the deputy head of this structural subdivision, Pavel Levin. He took this post after Andrei Popov, who had headed the Operations Department since 2020, was appointed head of the CBR's Volga-Vyatka Main Department in March 2026.

The Operations Department's main area of activity is ensuring the conduct of CBR operations in the domestic and external financial markets. In supporting these operations, the department interacts with credit organizations, trading organizers, clearing organizations, depositories, the settlement centers of payment systems and other participants of the domestic and external financial markets. The department establishes correspondent relations, ensures the fulfillment of the CBR's obligations and monitors the timely fulfillment by counterparties of obligations under concluded contracts. It also draws up documents for reflecting operations in accounting records.
