Moldova receives 1.4 bln euros in external financial aid in 2025

CHISINAU. Sept 11 (Interfax) - External partners provided Moldova with financial support totaling 1.44 billion euros in 2025, the Moldpres state news agency reported, citing the annual report on received external aid.

According to the report, Moldova's key external partners last year included the European Union, the World Bank, the European Bank for Reconstruction and Development, the European Investment Bank, the French Development Agency, and the Council of Europe Development Bank. The funds received from them were allocated to large-scale projects in the areas of transport, infrastructure, the environment, healthcare, and education.

The report highlights Germany, Romania, the United States, Sweden, and Norway among the bilateral partners. A significant portion of the aid from these countries was directed toward the energy sector and the economy as a whole.

Support from external development partners in 2025 facilitated the implementation of projects and reforms in areas such as energy, the economy, education, infrastructure, agriculture, justice, and social protection.

Specifically, the funds have enabled digitalizing 88 government services, creating 719 jobs, continuing implementation of 58 agricultural investment projects, upgrading over 125 kilometers of road and rail infrastructure. External support has also facilitated school renovations, development of irrigation systems, and assistance to households facing energy shortages.

Organization for Economic Co-operation and Development (OECD) data indicate that Moldova received international aid totaling $906.2 million in 2024, down 16% year-on-year.

Moldova's gross external debt was $11.9 billion, or 56% of GDP, at the end of December 2025, up 15.3% year-on-year. Public external debt totaled $4.89 billion, up 15.3% year-on-year, as part of gross external debt.
