Lower house of Tajikistan's parliament approves agreement with IDA on $300 mln grant for Rogun HPP project
DUSHANBE. Aug 18 (Interfax) - The lower house of the Tajik parliament has ratified the agreement with the International Development Association (IDA, part of World Bank Group) on the Sustainable Financing of the Rogun HPP, Phase II project.
The corresponding decision was adopted at an extraordinary meeting of the chamber chaired by its speaker Faizali Idizoda, the parliamentary press service said.
The World Bank approved financing for the second phase of the Rogun HPP project in the amount of $300 million in the form of an IDA grant on June 30, 2026. The new financing is a continuation of the $350 million grant approved in 2024, the World Bank said.
The funds from the new grant will be directed to support further construction of the HPP, measures to ensure dam safety, the implementation of environmental and social commitments, and improving reservoir operation.
After commissioning, the Rogun HPP will produce around 14.4 billion kWh per year, which is equivalent to approximately 60% of the country's current electricity generation.
The project should also help reduce electricity shortages in the winter, strengthen energy security and develop electricity exports to Kazakhstan and Uzbekistan, as well as form a regional electricity market in Central Asia.
In December 2024, Tajik Finance Minister Faiziddin Qahhorzoda and the World Bank Group's permanent representative Ozan Sevimli signed an agreement on providing the country with grants totaling $650 million for project implementation.
The Rogun HPP is located on the Vakhsh river and is a key link in the Vakhsh cascade of hydroelectric power plants. The active phase of construction has been underway since the 2000s. The plant will consist of six units with a capacity of 600 MW each.
